The ‘Code of Silence’ prevails in reporting teachers in the education sector within school boards and unions. Whistleblower protection for all educators must be legislated as part of the Education Act to protect the best interest of students. Bullying in the school yard comes from bullying in the board room and from the highest levels in public sector institutions.
